Jennifer is an associate in the energy and litigation practice groups in the Washington, D.C. office. Her practice includes the representation of energy industry participants before federal and state agencies charged with jurisdiction over energy markets and their participants.
Since joining Andrews Kurth, Jennifer has worked on a variety of energy related proceedings. Her practice includes issues related to the scope and reach of federal energy regulation. She also is involved in advising clients regarding the appropriate treatment, for Natural Gas Act ratemaking purposes, of various costs incurred by pipelines and related issues involving jurisdictional rates.
Jennifer’s activities have also focused on the federal preemption of various state laws by the Federal Power Act and the Natural Gas Act. Additionally, she has worked on issues relating to the jurisdictional status of various energy industry participants and the resulting application of federal and/or state regulatory schemes. She is also deeply involved in the leading case to date on the relationship between modern bankruptcy laws and federal energy regulations.
Jennifer advises clients regarding the legislative history and intent behind various energy related statutes. She also has addressed such related issues as the subordination of claims in restructuring or bankruptcy proceedings involving energy market participants.
Recently, Jennifer has been involved with NGA Section 4 proceedings. She advised Northern Border Pipeline Company on the filing of its most recent NGA Section 4 general case and has been active in Kern River Gas Transmission Company’s NGA Section 4 general rate case.
Jennifer joined Andrews Kurth in 2003. She graduated from The Pennsylvania State University (B.S., 2000, B.A., 2000) and received her law degree from Georgetown University Law Center (J.D., 2003), where she was an editor of the Georgetown Immigration Law Journal and represented indigent criminal defendants in the Superior Court of the District of Columbia as a participant in Georgetown’s Criminal Justice Clinic.
